When the decision came about to use MathML instead of infix strings, it was decided to keep the MathML subset allowed in SBML documents as small as possible. The allowed subset mirrors closely what was allowed in the infix format. This was done to ensure rapid adoption of MathML. Because of these reasons some relatively straightforward MathML operators such as (remainder) were omitted. It should be noted however that it is relatively easy to implement the missing functions using User Defined Functions.
