That amount of memory could be reserved as space for more apps, operating system updates / system storage, or for whatever else Apple may have designated it to be used… There are a couple solutions to your problem, such as reducing the number of audio tracks on the device, or finding a program (if iTunes can’t) to “re-sample” them at a lower bitrate, which will shrink the file size but could also possibly result in lower sound quality. Depending on the number of songs, it may take a while to re-sample them, but it would allow for more songs within the finite amount of storage on the iPod.
