Why cant I place furit and vegetable waste into my brown bin?

Due to strict Foot and Mouth legislation we cannot accept any material that has been in the kitchen. Our current composting facility can easily compost garden waste but does not meet legislative standards to safely compost kitchen waste. This includes any fruit and vegetable waste that has been in the kitchen. The legislation is European (Animal By-Products Regulation (EC) no 1744/2002 and was brought into force in Scotland using the Animal By-Products (Scotland) Regulations 2003, SSI no 2003/411. We are currently investigating other technologies and processes that would allow Fife Council to accept these materials in the future. For further information on the materials that can be placed in your brown bin please visit: http://www.fifedirect.org.uk/topics/index.cfm?fuseaction=advice.
