Why can I hear STAR 107.9 on the radio at FM frequency 107.9 like before?

On the morning of Tuesday, July 24 in 2001 at 6am the owners of the Radio Station that was STAR 107.9 switch to an oldies format that WBNS 97.1 FM had abandoned just weeks earlier. This re-birth of the new STAR 107.9 does not include the terrestrial broadcast facility as Oldies 107.9 occupies that frequency. I’d love to bring Star 107.9 back to the airwaves, but it’s beyond my power to do so, besides, I can’t afford the transmitter, the tower, the power, etc.
