Why can I add clients into my program unit? I get an error message saying that data will be imported from CAIRS, but my program unit was granted an exemption from CAIRS reporting?

The application has not accounted for program units that have been granted exemptions from reporting in CAIRS. By Friday, November 16, please notify the PCS unit of your inability to report in the PCS application. This will be fixed in the PCS application by November 28.
