That is where Microsoft hides your “security dossier” with all your personal information, browsing habits, spelling expertise score, etc. It’s like your “permanent record” from grade school only much more complete. They keep the information there and upload it every week or so for analysis and possibly to forward to the government depending on certain flags. If you try to access it too many times your computer will go into “real-time tracking mode” and you may be automatically added to the “no fly list”. Best leave it alone and forget you even asked.
