Why cant Harpoons be vertically launched?

Simple question really. Have no idea why pretty much every USN missile can be vertically launched but the Harpoon cant. Means that every ship has to have one of those dual quad launchers somewhere. I would have thought if they can jam a Tomahawk in a VLS then a Harpoon really shouldn’t be an issue. And even if the size is a bit off im sure a relativelly minor modification could rectify that.
