Why can free services lookup cell, mobile, VoIP and unlisted numbers?

Free services can only give information for landline numbers, because they are in the public domain. Cell phone numbers are not freely available (that’s why we don’t have phone books for cell phone numbers) and are expensive to collect. To build a database of millions of cell phone numbers like paid services have, you’d need to invest tens of thousands of dollars. To make this back there has to be a small fee.
