Why can Arizona Storm VBC hold its tryout on a different date?

Arizona Storm VBC is required to hold its tryouts no earlier than the first available date permitted by the AZ Region. This year those dates are November 1st, and the 21st. Our tryout dates are set and given to us by the Arizona Region. We have no control over other clubs choosing to run their tryouts on the same day and times.
