Why can an existing building be re-used?
We hoped that would be a possibility. We have looked at more than 10 buildings and have discovered that the cost of retrofitting an existing structure is generally more expensive than a new building. Because of our commitment to a facility that does not look like a jail, security cameras and computerized controls will be used to ensure that security is built into the walls and doors of the building, rather than razor wire fencing or security guards patrolling the outside.
