Why can a hunter submit two antlerless heads from anywhere in the province to qualify for an either-sex mule deer licence in the WMZ with CWD like last year?

Although we do want head submission from areas outside of the current CWD areas, landowners expressed concerns that they did not know how many hunters will be hunting in their area. In order to improve hunter/landowner relations and access to more land for the hunters, we have decided to modify the Earn-a-Buck program to be species and zone specific and also to put the antlerless mule deer on the Big Game Draw. This will allow the landowners in the WMZ with CWD to be able to anticipate the number of hunters coming into their area.
