Most, if not all, ISPs block access to send mail from connections that aren’t made from their own dial up service. However, there is no risk involved from their end in allowing you to pick up your mail from outside their network. You could try looking at your ISPs website to see if they have a web interface for the service. Incidentally, we do the same blocking to our mail server Fig from outside the University.
