The birds don’t get electrocuted because they are not grounded. For electrical current to flow the circuit needs to go to ground and since the birds are only touching the live wire, there is no flow of current through their bodies. This is partially complete, but the more obvious reason is that the lines are insulated – they are encased in thick, non-conductive material. Even if the birds were grounded, they’d be safe unless there was a break in the insulation which exposed a live wire. They don’t get electrocuted for the same reason you don’t when you touch unplug something from the wall.
