Why Benin May not Achieve Universal Education by 2015?

Shortly after the meeting the country successful launched the process of developing a comprehensive decennial strategic plan for the education sector. The process ended in 2005 with the adoption of the plan and the beginning of its implementation. As part of the country’s commitment to undertake action toward universal primary education, a policy document has been produced to improve girl schooling and reduce gender unbalances in primary education. However despite the strong support of the financial and technical partners, the country is moving very slowly toward the achievement of the goals, especially for the equitable access to primary education.
