SKIP is an inter-district cooperative program overseen by the Black Hawk Area Special Education Cooperative. The SKIP program is administered by the Rock Island School District. Part of the tuition formula for all inter-district programs includes rent charges. No matter where the program is located, rent charges are applicable to members that have children in the program. There would be no rent savings by moving the program to the District. To house the students would require an additional 10 classrooms. Back to Top ———————– 18.
