Why arent we allowed to pass notes in class?

The only reason I can think of is that it’s considered distracting to others. When you’re in class your teacher expects your full attention on the lesson they are teaching. If you are passing notes, not only are you not paying attention and thriving from a free education (unless you attend private school) but you are distracting other students from receiving the same lesson. Not to mention, a teacher is only given so much time in a given period to conduct their lesson. Disruptions for reprimands cost time away from the lesson, which can be frustrating to not only the teacher but other students who are interested in learning.
