Cosmetics and personal care products effectively self regulate because although theoretically they should be subject to regulation, lack of government funds means they cannot check on every item that comes on the market. It is a big and ever expanding business. Selective advertising has meant that the vast majority of the population are unaware of the dangers of the chemicals in products.
