Why aren the penalties for “public officials” who break “law” more harsh?

I will not be the one to defend them, but I will say that the public officials, should be treated more harshly, but never are, because of the relationship of the prosecutors and judges, to being public officials, they do not want to set a precedent, as they may be next in line, this does not seem to be the case when the wage rises are set, by public officials, then they are too aware, that if they do not support their colleagues, in the increase of pay, then they will not be supported themselves, when “buggins turn” comes round !!!
