Currently reserve billets are not costed as part of HRCAT and thus, HRCAT would not yet be considered a “Total Force” tool in the truest definition of the term. Remember, the initial concept of HRCAT is to provide a tool that allows the end-user to compare a full-time employee, military vs. civilian vs. contractor, and the first task was to provide that capability in the form of active duty military. Future versions of HRCAT, if fully funded, may allow for comparison of part-time employees (less than 2000 manhours annually), thus bringing reservists into the model.
