Why aren players of a deleted member placed on the transfer list?

If a League member is deleted, his/her players are locked for 20 days. After this period the players return to the computer. Only thereafter they may come up on the transfer list again. In Pro Player Mini Leagues, for the same reason, the last owner is still shown in the player search during the blocked period.
