Why aren pages managed by inactive users being recirculated into the system?

I’ve noticed on many pages on Mahalo that they are still under management of the same person who in many cases made no changes since they claimed them over a month ago. After 10 days an email is sent to them and after 15 days the page should be recirculated back into the system (as is said here: http://www.mahalo.com/how-mahalo-works). An example of one of these pages is http://www.mahalo.com/fallout-3. This system started on July 1, more than 15 days ago.
