There are various reasons. If the plants are too young, they may not be ready. If the temperatures are cool (typically late April, and May in Oklahoma), some plants wont set flowers. If the temperatures are too hot (typically July, August, early September) the pollen may be drying before the insects come to pollinate them. You can pollinate them yourself by using a cotton swab or small paintbrush and mixing the pollen yourself from flower to flower. If you have recently applied pesticides, you may have reduced your population of insects to pollinate.
