Why aren’t downloaded files scanned by CSG even when the FTP scan features are turned on?

It may be that the FTP client did not download the file from the start, or CSG connected to the FTP server and the FTP monitor stopped. Note that restarting the FTP monitor does not ensure all traffic is scanned using this connection.
