Why arent apartment complexs being charged per unit?
Apartments are currently charged by meter size per building. Most apartments have larger water meters and multiple buildings. Residential property has more pollutant runoff than apartment complexes. (Example: Residential has more pet waste, grass clippings, insecticides, leaves, trash and lawn chemicals in yards). Where as apartment complexes are mostly hard surfaces and mainly have only oil spots to contend with. It was also decided when approved by the City Council, that it would be looked at in the future to bill by impervious surface after money had been escrowed for this type of billing.
