Why aren all towns/cities showing in the drug price summary listing?

In an effort to limit information displayed, the drug price summary listing only displays towns/cities with pharmacies that have pricing for the period open. If a pharmacy in that town/city has not reported pricing information for that period (usually 30 days) then the town/city will not be displayed in the detail listing.
