The board gave significant consideration to both proposed sites for the new elementary – Promise Road and Hague Road – and Hague Road would have been the location had the referendum passed in January 2009. With the inclusion of the Tri-County Education Center, and the 22 additional classrooms provided there, the vast majority of Forest Hill students can be accommodated at that site. On the southeast side of town, Stony Creek Elementary has experienced significant enrollment growth in the past several years due to the ongoing construction of new homes in that area of Noblesville Township. Thus, the board decided to build the new elementary in that area to accommodate the growth.
