It has to do with genetics of both sides of the family. And it may include nationality traits. For instance Asian women usually have smaller breasts, but European women and Americans of european heritage often tend to have average to larger breasts. Each case is different. I know one family that the grandmother and her sisters have large breasts but 1of her daughters had small breasts, 1 had normal size and 1 had large ones. Her granddaughters born to the small-breasted daughter had normal-sized ones and none of their daughters have large or small breasts.
