Why are we going to referendum again so soon? Hasn’t the Rio Community School District been careful with their spending?
The Rio Community Schools is coming back to referendum because there has not been a legislative change in the way schools have been funded. About fifteen years ago, the state imposed revenue limits on school districts. These revenue limits were based on the amount of spending a district did the year the revenue limits were started. If the school district was a high spending district at that time, their revenue limit was set at that high rate. If the district was a conservative spending district like Rio, the revenue limit was set at a lower spending limit. Since the revenue limits have been in place, the Rio School Board has worked hard to keep their budgets in balance by making cuts. In 2004, the district found that their revenues and expenditures were not balancing, even with the cuts that were made in the budget.
