It was based on a statement in the constitution that a person going to jail has the right to a lawyer. The United States Supreme Court ruled that if any court was going to send anyone to jail, it had to provide that person with a lawyer first. If a court can not provide a person with a lawyer, that person does not have to go to jail. All other courts in the land have to abide by that decision.
