I think it’s because there are definite lines with speed and it’s prosecute over that line. Other things require far more work and proof. Speed its self is not dangerous but inappropriate use may well be. For instance some areas that are restricted to 30 mph could be safe at 40 mph at 9pm but the same road at 3.15 pm 30 mph would be way too fast. The police will prosecute for the 40 mph and would have to think of another charge for the 30 mph because it’s not over the limit. I see more dangerous things everyday on motorways with Lorries that travel at 50+ mph 20 feet from the backend of a car. This kind of thing kills, but to travel at 40 mph in a 30 mph limit at 9 pm may well be safe.
