Why are there two kinds of tuition for grad students at UIC, base and differential?

For graduate degrees awarded by the Graduate College as are those at CUPPA, there is one base tuition schedule that covers some of the costs of such degrees. But because the cost of instruction differs from degree program to degree program, and because faculty are paid at different rates given their field of expertise, one common tuition rate cannot cover the costs of all graduate programs in an environment of continuously declining state support. UIC degree programs were therefore given the option of adding a Tuition Differential to help account for these differing expenses among different disciplines. Tuition Differentials therefore vary by college/program.
