The Department has listed the DOT Division 1.1 explosive: ammonium nitrate [with more than 0.2 percent combustible substances, including any organic substance calculated as carbon, to the exclusion of any other added substance]. The entry for this form of AN can be found in the DOT Hazardous Materials Regulations at 49 CFR ยง 172.101. The second entry for AN in the appendix addresses the more common form of AN in solid form with a nitrogen concentration of 23% or greater.
