Why are there no young football referees?

There are young refs just not at the top divisions. There is a process where referees will get evaluated and get a certain number of games under their belts at a certain level and then they can get upgraded if they pass the evaluations, and to get to the Prem you start doing non conference games, then lower division conferences and after years of experience they may finally get called up to do the Premiership. So even if you started when say you were 18 it would take you a long time to climb up the ladder. Then you may or may not get called to do international club or country games. It is not an easy or fast process to get promoted in.
