Tennessee is a very backwards state. They only got a lottery in very recent times. They consider gambling ‘sinful’ and therefore it took a long time to even accept a lottery even though it raises much needed money for the woeful education. So it is probably for ‘moral’ reasons that they do not allow gambling in Tennessee.
