But generally, when a child is seen in the U.S., an officer will fairly quickly realize that this solitary child is a-thing-out-of-place and stop to investigate. In other words, he cares. A former pastor (from Harvest Christian Fellowship) told about how he started his ministry to orphans in Romania: they are not only not cared for, they are actively resented, opposed, and discriminated against. The police officer there would not take the child in to find the parents but to punish or move elsewhere. We appear to still care about children. But go to Hollywood (or West Hollywood) and see the homeless minors there. We have them; only we are odd in having considerably fewer of them than some.
