Google Earth stores the state of a folder when you save the file. So if a folder is closed or deselected when you write the file, it will be that way initially when users view the file. Google Maps always brings each folder up open and selected, making it too slow and cluttered. I format the Earth version first, then make a copy and delete lots of stuff for Maps.
