Why are there “dinky” files (extra small files for dialup users) of some videos but not others?

I use a special bulk encoding application to make the “dinky” files, and it has some technical restrictions, so it wasn’t compatible with every video hosted on the site. Starting from May 2010 and after, however, most new videos should have a “dinky” version.
