Why are there differences in the benefits covered by WHP and DSHS family planning programs (Titles V, X and XX)?
WHP is funded through Title XIX of the Social Security Act (Medicaid), while DSHS family planning programs are funded through Titles V, X, and XX. Each source of funds is subject to different requirements. Benefits provided through WHP are outlined in the state legislation that created the program and were approved by our federal partner, the Centers for Medicare and Medicaid Services (CMS).
