According to the FHWA and the Manual on Uniform Traffic Control Devices MUTCD) Section 3B.17, the white boundary lines are necessary to establish a marked crosswalk. The non-retroreflective colored material within the marked crosswalk lines is for the purpose of decoration only and is not considered to be a traffic control device.
