Why are the local hotel rates based upon number of persons rather than a flat rate as is the custom in the United States?

Hotel rates in Japan are confusing because the rate changes based on the number of people in a room. For example, one person for one night may be $150.00; for two people in the same room it will be $130.00 per person per night; three people $110.00 per person per night. When we have off island tours such as to YYY or Pricia, we try to simplify this pricing structure by offering it as a package with so much per person for the tour.
