Why are the lines greyed out for my 545 cost transfer journal when I first open the Lines page?

Unlike the Lines page of the other journals, there is a link called Source of Transfer that you must select to start the lines creation process. You cannot start typing lines here because you need to select source transactions from posted expenses.
