Why are the lights left on all night at University of Phoenixs new corporate building?

The new University of Phoenix headquarters is located at Interstate 10 and 32nd street. The 10-story building houses the Online military division, which operates shifts 24 hours per day. Therefore, floors 2-5 are occupied throughout the night and the lights must stay on. Floors 6-10 are turned off after janitorial services are completed, normally by 11 p.m. However, since this building is considered a high-rise, every fourth light fixture is an emergency light which is on continuously as mandated by building codes. This gives the building the appearance of having all lights on when in fact, most are off. The same applies to the two 6-story buildings on the campus. They are equipped with auto light sensors, which automatically turn the lights off when no motion is detected.
