Web fares can practically change at any given time and are defined by each airline according to their various business models. For the cheapest fares, the airlines allocates a certain (limited) number of seats. Once they are booked, they move up to the second cheapest fares and so on. In general we can state that you get the most benefits, the earlier you book.
