An applicant that is a state-recognized tribe, is not a federally-recognized tribe, and administratively operates as a nonprofit organization, would still be eligible to apply as a state or local nonprofit organization. However, the applicant would need to serve the entire state (if the state has no large counties), a state minus its large counties or a large county (defined as a county with a population of 500,000 or more according to the 2009 Census estimates).
