Why are some rose stems weak and cause flower to droop?

I worked in a flower shop years ago and I was told it was because the water being drawn up by the stalk to the flower sometimes just can’t reach the top. I saw one of the employees poke holes in the rose bud base, submerge them in water and they revived.
