Prior to our change over to Choice Based Lettings (CBL) in 2006, only transfer applicants (Council tenants and Housing Association tenants whom we had nominated) could bid for houses. When we changed to CBL in 2006 all applicants could bid for houses. This meant that there were many people who had been waiting a long time for a house who then had to compete with everyone rather than just transfer applicants. It was agreed that in order to be fair to these applicants, 50% of all houses should be advertised only for transfer applicants with an application date prior to 1 January 2004 and in the bronze band. This agreement (called the transitional arrangements) ends on 1 June 2010.
