Why are some nursing facilities still billing TILES for residents and not RUGS?

Some nursing facilities chose to extend their resident’s TILE until later in the transition period of Sept. 1, 2008, to Nov. 30, 2008. If the nursing facility has done so, they continued to bill on the TILE until the MDS assessment was received and the LTCMI was completed on the TMHP LTC Portal and processed by DADS to establish payment records for RUG.
