Why are some management objectives presented without short-term and/or long-term target values and dates?
Depending on the initiative with which a management objective is associated, short-term and/or long-term target values (and dates) may not be specified on the Balanced Scorecard. In these instances the acronyms “TBD” (to be decided) or N/A (not applicable) will appear. For management objectives associated with new OMH initiatives that are in the implementation phase, short- and long-term target values and dates are typically not identified and added to the Scorecard until after implementation is complete. In addition, for some of these objectives, a long-term target value or date may not be identified and added until data over time are available. For management objectives associated with certain OMH initiatives, it is inappropriate to identify any target value. For example, the numbers of persons requiring Assisted Outpatient Treatment or Sex Offender Management Treatment are dependent on external factors over which OMH has little control.
