Many hybrid Open Access publishers levy submission fees and still charge full institutional subscriptions to libraries. This double charging means that that the Library will be paying twice for the same content from the same publisher. This is costly and does not greatly change the model of journal publication, something that is a key element of the Open Access movement. Accordingly, only publishers of hybrid OA journals that reduce subscription fees in response to the take-up of their Open Access programs will be eligible If the excluded publishers change their practices or announce that they will be making changes in the near future that indicate that they may meet the University of Calgary’s criteria, it is possible that they will be included in the program.
