Sediment is material settling to the bottom of water or river outlets. Sedimentary rock is formed by the compression of many layers of sediment over long periods of time. This only happens on the surface areas of earth because rivers and bodies of water are only on or near the surface of the earth. Inside the earth are no rivers so there can be no sedimentary layers laid down inside the earth unless surface folding movements bury them but they will still be near the surface and not deep inside the earth.
